Cartel behavior is theft, said Michal Cohen, Chief Legal Counsel of Israel Competition Authority when asked why the regulator joins the US DoJ as two of the only regimes that will send participants to prison during PaRR’s 2019 Spring Video Series. “I think all jurisdictions agree that thieves deserve imprisonment, and that is what leads us,” she noted. “This approach has shown itself to be effective,” she added, citing the eleven-month sentences recently issued to members of a pruning cartel.
